Driving the future.

HARLEX Haulage Services Ltd is a family run business that has been operating for 17 years. The operating centre is at Park Pale Farm near Cobham in Kent. The company runs a fleet of twenty-three 32 tonne tippers and grabs delivering services including site clearance, bulk excavation, aggregate and soil delivery for its valued customers. The office is run by a dedicated team of professional personnel who support the transport team.

We were first introduced to FORS in 2011 when we entered into the contract for Crossrail for Bond Street Station in London’s West End. Harlex supplied on a 24hr 7 day a week basis lorry’s and road sweepers for both ticket hall excavations.

FORS introduced a new way of looking at the business with the initial Bronze focus on compliance. The progression to silver focused our attention on many items to assist the safe and efficient running of our fleet. FORS together with our ISO accreditation, fuel management system, all round vehicle cameras including an in-cab camera, fleet replacement policy and clear management makes Harlex one of the top tier operators in its field. We were delighted when we achieved the Gold accreditation and strive to maintain the standard.

Here at Harlex we have invested in the future with a complete makeover of the operating centre with a new office building designed like a traditional Kent barn. The new workshop was developed with a multi-bay facility and new equipment allowing us to meet and exceed MOT standards, while facilitating our proactive preventative maintenance program. The operating yard has now been redesigned to reduce the impact on the landscape and environment. The yard has been block paved to reduce noise and to facilitate the new drainage collection system for rain water. We have designed and built a new wash area that uses the collected rain water. The run off from the wash area is recycled by collecting it in a settlement tank to be used again.

Richard Gagg, Director, says: `The company has made significant changes to its operation with a focus on safety and the environment. This has been achieved using the FORS management tools and training aids.’

Driving development

We have used the resources provided by FORS to develop our staff. This has provided additional efficiencies with the team being involved in the health of the business. The tool box talks available have provided excellent guidance to the drivers with a greater understanding of their roles and responsibilities.

Richard Gagg, Director, says: `With the continued investment in driver training and better fuel monitoring. We have control of this important environmental and business element. Which keeps us heading towards, peak performance.’

We found the FORS standard confirmed a way of working that promoted safety and efficiency. We could see the benefits of monitoring our business and developing our drivers. We have been FORS members for several years and have used this time to develop our understanding of our business using the FORS progression route and have achieved the Gold accreditation. We are using the standard to improve the working environment in combatting unnecessary noise and the reduction in emissions.

Managing the change

The company have continued to monitor fuel and improve fuel efficiency although the number of travelled kilometres and fuel usage has increased. We have reduced our overall fuel consumption by 1% on our baseline data. We are continuing our focus on reducing vehicle incidents although we have experienced a slight increase against our base line data.

We see driver health as an integral part of our drive towards peak performance and the ongoing monitoring of drivers has helped to identify conditions that can be addressed at the earliest opportunity. This supports the drivers in being pro-active towards their own health. We provide fresh fruit to all staff during the harvest season to support and encourage change.

We are a family run business with everyone working together. We have a clear strategy for recruitment of new drivers. This includes a referral scheme, advertising on a recruitment website and our own. We advertise at the operating centre to reach out to drivers visiting the centre and passers-by. We are a team and the team share the benefits of safe and efficient productivity monthly. Family events are organised to encourage and support the team. We are researching ways to encourage new drivers in to our industry with connections with local development company’s and colleges.

We have carried out many noise assessments around the vehicle and driver activities. We have been able to reduce the noise level of the PTO when using vehicle mounted grabs. The vehicle parking area and yard has been developed with block paving to provide a quieter work area.

Driving the future

Noise reduction is one of the environmental aspects that we are currently putting our attention to. The working environment in the construction industry has its challenges, but we are determined to be pro-active in the reduction of noise were ever possible. We have now added noise reduction into our requirements for fleet replacement. This is also part of our research into modal shift and alternative fuels so that we have a clear strategy for the future.

The FORS journey continues

We started our journey 2011. We soon realised how the FORS standard would benefit the company. As a business we want to demonstrate our quality of operations and compliance. We saw the progression to gold as the way to do this. We have evolved as a business in our progression. Investing in our staff, facility, and systems, which allows us to manage the business as a professional and compliant operator. This has lead the company to adding further accreditation such as International Organisation for Standards (ISO) and joining the Construction Logistics Community Safety (CLOCS). Achieving and maintaining Gold accreditation, we feel, underlines our commitment to the scheme as well as providing a gold service to our valued client base.           http://www.harlex.co.uk

Harlex Haulage Service – Change to improve

Harlex Haulage Services Ltd is a family run business that has been operating 16 years strong from its Park Pale operating centre in Cobham Kent. The company runs a fleet of twenty-three 32 tonne tippers, sweepers and grabs delivering services including site clearance, bulk excavation to delivering soils and aggregates to a range of valued customers. From the office there is a small dedicated team of professional personnel under the guidance of our transport team.

hhharThe operating centre has been subject to a major overhaul with a new Head Office built in traditional Kent style to handle all the needs of the fleet and the business. The development of a new multi-bay commercial workshop is now completed with significant major installation’s allowing us to meet or exceed MOT standards, together with our general preventative maintenance. The depot is a showcase of our dedication to detail for both operator licence compliance and customer service.

‘Our accident prevention procedures have been overhauled’

Previously the attention was on fuel management. As with all operators fuel is our largest single cost and therefore the easiest to target. Whilst this was always in mind, following the KPI’s produced by FORS we have improved no end. Richard Gagg, Director, says: “Today we now feel in control of this important business and environmental element, from our newly installed fuel storage and delivery system to our investment in our fuel monitoring systems and processes we are confident in our opinion of being at peak performance.”

Gagg continues: “Our attention then shifted to focus on reduction of traffic fines, charges and incidents. Our accident prevention procedures have been overhauled and currently our traffic Incident rate has decreased by 43% 2015-2016 and by 50% in the monitoring period of our FORS membership. PCNs have also decreased by a third year over year 2015-2016.”

 We embarked on a journey with FORS that continues today’

In early 2011 we embarked on a journey with FORS that continues today. We were not content to sit on the Bronze bottom rung and simply ‘comply’ but really demonstrate our quality of both operations and compliance. We have made great strides from Bronze to Gold, investing in our facility and systems, which allows us to manage the business as a professional and compliant operator including maintaining our various ISO’s and CLOCS. Achieving an ongoing Gold accreditation, we feel, underlines our commitment to the scheme as well as providing a gold service to our valued client base.

On the benefits of FORS accreditation, Gagg states: “We are very proud of where the company started to where we are now acting on a very professional level of road haulage with full visibility and accountability over our business.”

Drivers at Harlex Haulage Praised by Cyclist

Harlex Haulage Services Ltd, a FORS Gold operator, has been praised by a cyclist for excellent driving standards shown on two separate occasions.The cyclist provided examples of how one driver kept back at a set of traffic lights to avoid placing the cyclist in their blind spot. Another driver pulled over and stopped on a narrow lane in order to let the cyclist pass rather than attempting to squeeze through.

Harlex Secure FORS Silver

Harlex Haulage Services Ltd are pleased to announce we have recently acquired Silver accreditation under the FORS recognition scheme, we have clearly demonstrated we meet all the requirements to become a Silver operator.

Becoming a Silver accredited operator is a great achievement and ensures we conform to the CLOCS standard for construction logistics.

Harlex will now work to obtain the Gold accreditation as part of our continuous quest for improvement and to set the highest standards of safety within the industry.

London City Island

Harlex have recently completed the removal of 30,000t of spoil on behalf of Miller Piling on the prestigious City Island site on Leamouth Peninsular.  The site ran for approximately 6 months with all the material going for beneficial reuse within an engineering platform for a future housing development.

Harlex Achieve ISO9001:2008

Harlex are pleased to announce that as of 10th August we have been  awarded                   ISO 9001:2008.  We took the decision to run a simple ISO system that meets the requirements of our business  perfectly, during the audit the auditor commented on it being one of the best systems he had come across.

Harlex Adds Fuel Management System

HAULIER HARLEX OPTS FOR CAMERON FORECOURT FUEL MANAGEMENT

EXPANDING haulier and construction plant specialist Harlex Haulage Services Ltd has added a new dimension to the fuel management of its growing fleet with the installation of a new web-based system from Cameron Forecourt.

Family-owned business Harlex, based in Kent, operates throughout London and the South East providing haulage services  principally to the construction industry by providing licensed waste management services, together with the supply of primary and recycled aggregates.

The company also has a large fleet of hire plant for use mainly on site, including dumpers, shovels, tractors and fork lifts.

With a growing fleet of road-going tipper vehicles and a wide range of plant, the company opted for an all-new fuel management installation to keep close control over fuel supplies stored on site at its base in Rochester.

The turnkey package from Cameron Forecourt includes an Eclipse web-based fuel management system linked to a single diesel pump to provide up to the minute information on fuel drawings, wetstock levels and fuelling information for all its vehicles.

Information is fed to the system automatically via on-board vehicles ID tags and a nozzle-based  DervPoint automatic vehicle recognition (AVR) module which ensure that only authorised vehicles and drivers can draw fuel.

The DervPoint system uses a tag with a unique code which is attached on or near the vehicle fuel filler to communicate with a transponder mounted on the fuel nozzle. Information is then passed to the fuel island controller via an RF link, which allows fuelling to commence once a “positive ID” is received.

Further information on stock levels in the company’s bulk storage tank(s) is provided by extremely accurate TLS Gilbarco Veeder Root electronic tank gauging which is integrated into the fuel management package.

The Eclipse system ensure that Information is available round the clock by allowing authorised staff to access a central server via GPS from any internet browser using a secure username and password. It can also provide email alerts of irregularities, such as possible fuel leaks or theft.

The Cameron Forecourt installation replaces an outdated system and provides Harlex with faster refuelling, increased security, better management of fuel and professional wetstock control.
